stainless steel with 18% chromium..which they believed was the industry standard. the city hired outside experts who ultimately concluded 9 chrome provides an "inherently safer design" with that the city of richmond went ahead and issued permits for the repair of crude unit 4. the chemical safety board said "we will not endorse or object to that decision" city councilman tom butt said he believes chevron "covered all their bases" and says ultimately no pipe will last forever which is why they must be "rigorously inspected on a regular basis." and catherine chevron says it is pleased the permits have been issued so they can proceed with the repairs. and get back to full production the lot of this is happening right around the christmas holiday. not with just a bang but with a whimper. >> catherine: so dan how long do we think these repairs will take? >> the okay. is there right now but they're hoping to get this done and the first quarter. chevron has said they hope to have repairs completed in the first quarter of next year, which means by april >> catherine: they two, dan. thank you --

you hear the major of major city call his own city strange. we'll be hearing from him and what city he can be talking about. >> we're finally out of the rain. forecast and all that. >>> we're start ing off with sad news this morning. three people are dead after a late night apartment fire in san jose. that fire began at 11:00 last night on bridge port court on the city's west side. this san jose fire department put out that fire then discovered the bodies of a man, woman and child. three other people including the officer who rescued one of the people who were injured were hospitalized with smoke inhalation. that fire displaced 56 people from the building. investigators are still looking into the cause. what you're looking at here are pictures from a fire yesterday in the mission district that left more than three dozen people homeless. this is in san francisco. it ripped through several apartment buildings. that fire broke out just after 9:30 yesterday morning on 23rd street, quickly spread to the near by buildings. firefighters worked for almost 2 the hours to contain it. 5 unit buil

daly city was killed in a police chase in pasadena. cbs 5 reporter joe vazquez went to the family's neighborhood. joe. >> reporter: you can see this apartment building behind me. this is where the ing family makes their home. they were in pasadena visiting relatives on christmas day. riding in a van, police were chasing a suspect through the streets. that suspect vehicle smashed into the van and killed two cousins including 11-year-old kendrick ing. let this is a photo according to kendrick's neighbor rita, she identified him from this facebook picture. she says the boy was always involved with sports and school and that his father was devoted to his children. [ crying ] >> the dad and boy would always travel together and see them together all the time. [ crying ] >> the father was always the one taking them to school... i would see them back and forth coming from sports and then... several people had a hazmat scare in red wood city. janine de la vega has more on what happened there, good morning. >> reporter: everything is quiet at this moble home park but last night there was all sorts of people needing help after being exposed to fumes. people inside a moble home park on bay road set off a bug fogger used to kill fleece. they did not -- flees. they did not leave the home and when firefighters came they were exposed as well. they were sheltered in place and were taking in hazardous vapor. they were able to stop the fogger but eight people were taken to the hospital for treatment, three residents, three firefighters and two ambulance workers and we are told the first responders are okay but we don't know the condition of the people who actually live at this moble home park and we put in a call to find out but they have not gotten back to us yet. i went on the website and it clearly said if you are going to use this type of fogger you have to leave your home and shut all the windows and doors and clearly that did not happen here. janine de la vega, ktvu channel 2
